Programmatic SEO Explained: Scale Pages Without Thin Content
How programmatic SEO works, when it suits a business, and the quality rules that keep template pages out of spam territory.
Programmatic SEO means creating many pages from a template and a dataset, instead of writing each page by hand. Travel sites with a page for every route, job sites with a page for every role and city, and currency sites with a page for every pair all use it. Done well, it serves thousands of specific searches nobody could cover manually. Done badly, it produces thousands of near-empty pages that can drag down an entire website.
How programmatic SEO works
- Find a repeatable search pattern. For example "[service] in [city]", "[product] vs [product]" or "[ingredient] substitute".
- Collect real data for every combination. Prices, availability, specifications, reviews, distances, statistics.
- Design one template that turns each data row into a genuinely useful page.
- Generate, publish and link the pages in a clear structure.
The line Google draws
Google's spam policies describe scaled content abuse: producing many pages primarily to manipulate rankings rather than to help people, whether by automation, AI or humans. Programmatic SEO is not automatically abuse. The test is whether each page offers something useful and distinct to the person who lands on it.
Ask of any template page: if this were the only page someone saw on your site, would it answer their question? If the honest answer is "no, it is the same text with a city name swapped", it is thin.
What makes a programmatic page valuable
- Unique data per page. Real numbers, listings, prices or facts that differ from page to page.
- A clear purpose. The page helps the user decide, compare, calculate or act.
- Variation that matters. Sections appear or change based on the data, not just the heading.
- Human-written framing. Introductions and explanations written for each category or group, not one paragraph repeated everywhere.
- Restraint. Only publish combinations that have data and demand. A "plumber in [village]" page with no plumbers listed should not exist.
Good and bad examples
Useful: a page for each train route showing actual timings, fares, travel time and station tips. Every page answers a real question with real data.
Thin: 500 pages titled "Best SEO Agency in [City]" with identical text, no local information and no agencies listed. These offer nothing beyond the city name and are exactly what spam policies target.
Structure and indexing
Large page sets need a clear hierarchy: category hubs that link to individual pages, breadcrumbs, and sensible internal links between related pages. Submit them in a dedicated sitemap, built with the sitemap generator or your own system, so you can watch indexing for that section separately in Search Console. If Google indexes only a small share of the pages, treat it as a quality signal and improve the template before publishing more.
Plan before you build
The free programmatic SEO generator turns a title template, a description template, an H1 template and a list of values into ready-made titles, meta descriptions, H1s and slugs, exported as CSV. Our step-by-step guide on planning programmatic SEO pages from a template walks through it. Check your template's titles in the SERP preview with a few real data rows before generating everything.

Frequently asked questions
Is programmatic SEO against Google's guidelines?
No. Creating many pages is fine when each is genuinely useful. Mass-producing low-value pages to game rankings is against the spam policies.
How many pages should I start with?
Start small โ a few dozen of your strongest combinations โ and expand only after they index and perform.
Can I use AI to write programmatic pages?
AI can help, but the same rule applies: each page must add real value. Unique data and human review matter more than the writing method.
Is programmatic SEO suitable for small businesses?
Sometimes โ for example a page per service area with real local details. Avoid it if you cannot provide distinct information for each page.
